Prior to the War, he had been editor of the Hudson North Star in Hudson, Wisconsin but mustered in as an officer with the 30th Wisconsin Infantry Regiment, serving as the Quartermaster. The regiment was based at Camp Randall in Madison, Wisconsin and organized in the fall of 1862. He was relieved of duty with the 30th Wisconsin in February of 1864 due to a promotion.\u003c\/p\u003e\n\u003cp\u003eStarr was representative of the many professional men who mustered with the infantries across the Union, assisting the Union cause with their leadership, business, and communication skills. \u003c\/p\u003e\n\u003cp\u003eThe Prescott [WI] Journal for October 15, 1862, describes the necessity of men like Starr:\u003c\/p\u003e\n\u003cp\u003e\u003cmeta charset=\"utf-8\"\u003e\u003cem\u003eBrave boys are they all, gone at their country’s call.  Look at the list of officers: Col. Dill, Surgeon Hoyt, Quartermaster Starr, Captain Dreibelbis, Sam Harriman, and Dav. Fulton, Lieuts. E. A.
